Short answer: if your driving licence was issued outside Thailand and outside another ASEAN member country, you should normally obtain an International Driving Permit before renting and driving a car in Phuket. Carry the original IDP together with your valid domestic driving licence: the permit is not a replacement for that licence.
Official Thai guidance recognises an IDP valid under the applicable international agreement and a domestic licence issued by another ASEAN member country. A Thai driving licence is also accepted. Which driving licence is accepted in Phuket?

For most visitors from Europe, the United Kingdom, Australia, North America and other non-ASEAN countries, the practical preparation is therefore:
- a valid domestic driving licence for the correct vehicle category;
- an original International Driving Permit that is valid for Thailand;
- a passport and the documents requested by the rental provider.
Do not assume that text printed in English on your national licence automatically replaces an IDP. The IDP is the internationally recognised companion document used to present the licence details in a standard format.
Who may not need an IDP?
A driver using a valid Thai driving licence does not need an IDP for driving inside Thailand. Official guidance also allows a valid domestic licence from another ASEAN member country. ASEAN membership and implementation of regional arrangements can change, so confirm that a licence from your specific issuing country is recognised before relying on this exception.
This exception should not be stretched beyond its stated scope. Residence in an ASEAN country, a long-stay visa or an English translation of a non-ASEAN licence does not by itself turn that licence into an ASEAN-issued licence. If you live in Thailand or cannot use your foreign documents, ask the Department of Land Transport about obtaining a Thai licence.
What is an International Driving Permit?
An IDP is a standardised translation and certification of the driving entitlement shown on your domestic licence. It normally displays vehicle categories and key details in several languages. It has no independent value when the underlying licence is missing, expired, suspended or does not cover the vehicle being driven.
The name must match your passport and domestic licence. The vehicle class must also match the rental: a motorcycle entitlement is not created by holding only a car category, and the reverse is also true.
Get the IDP before you fly
Apply through the authorised issuer in the country that issued your driving licence. Requirements, fees and processing times vary, so arrange it before departure rather than trying to solve the problem after landing in Phuket.
- Check which authorised organisation issues IDPs for your domestic licence.
- Confirm that the permit type is recognised for Thailand.
- Make sure your domestic licence will remain valid for the whole rental.

A website that sells an instant “international driving licence” is not necessarily an authorised issuer. Verify the organisation through your own national licensing authority or government travel information.

Law, rental policy and insurance are not the same
Legal permission to drive: Thai authorities decide which licence documents are valid on the road.
Rental approval: the provider checks age, experience, licence category, document validity and its own contract conditions. A provider may apply stricter rules than the minimum legal requirement.
Insurance cover: the policy and rental agreement determine cover, exclusions, excess and claim procedure. The Tourism Authority of Thailand warns that missing proper documents may invalidate insurance cover after an accident.
This is why “the counter gave me the keys” is not enough evidence that every legal and insurance condition has been met. Read the contract, ask which cover applies, and keep the provider's emergency number.
Check the car before leaving
- Photograph all sides, wheels, glass, interior, fuel level and odometer.
- Make sure existing damage is recorded in the handover report.
- Check tyres, lights, indicators, wipers and air conditioning.
- Locate the registration and insurance information supplied with the vehicle.
- Confirm whom to call after a breakdown, collision or warning light.
Keep the agreement and contact details accessible during the trip. If the car has a problem, contact the rental provider before arranging repairs yourself unless immediate action is required for safety.
Driving safely around Phuket
Traffic drives on the left. Phuket can combine fast multi-lane roads, steep hills, sudden rain, scooters filtering through traffic and busy resort streets in a single journey. Leave more braking distance than you would on a dry straight road, slow down before bends, and check mirrors carefully before turning or opening a door.
- Wear seat belts and ensure passengers do the same.
- Follow posted speed limits and traffic signals.
- Never drive after drinking alcohol or using an impairing substance.
- Use extra care at pedestrian crossings and around motorcycles.
- Avoid unfamiliar steep routes in heavy rain or poor visibility.
- Plan fuel and parking before visiting crowded beaches or Old Town.
What to do after an accident
Stop safely, help anyone injured and do not leave the scene. The Tourism Authority of Thailand advises calling 1669 for medical emergencies and 191 for police, then informing the rental provider or insurer immediately. Follow the provider's claim instructions and do not admit liability or agree a private settlement you do not understand.
Photograph the scene only when it is safe, note the location and time, and collect the other party's details. Keep copies of police, medical, towing and rental documents.

Can I rent a car in Phuket with only my national licence?
